I found the http protocal that was listening on the local port (being port 80) belonged to System (PID 4). Upon looking up this process in Task Manager, I found it to be the “NT Kernel & System” which immedietly made me assume it was an incomplete removal of IIS.

Task Manager shows NT Kernel & System using up to 100% of the  Port 80 is occupied by NT kernel & System pid 4, Programmer Sought, the best programmer technical posts sharing site. Tried the detail below but it does not make a difference - NOTE that Port 80 is being using by 'NT Kernel & System' on my machine.
